Why is this code so universal in nearly every county in America (Except Phoenix and Las Vegas and who in their right mind would want to live in either)? Because no one wants to live in a neighborhood where walls replace neighbors. When you install a 6' high fence around your front yard, you are essentially insulting the neighborhood and you would be far better off moving to the countryside where you can live without the nuisance of pesty neighbors.
